No cesa el asesinato de líderes chocoanos que insisten en enfrentarse al destierro producido por la guerra y la ambición terrateniente. Argenito Díaz era un hombre de 42 años, cabeza de una familia de 11 miembros, que viajaba hacia Pavarandó, un pueblo que ha tenido la desgracia de ser, desde la Conquista, un puente entre el río Atrato y el río Sinú. Un pueblo pobre que desde los años 90 se oye nombrar porque en sus dos calles y una plaza de camino se han refugiado cientos de campesinos e indígenas perseguidos a bala, motosierra y machete desde otra tierra, una tierra en litigio ubicada más al sur y más al occidente, y que no pertenece al departamento de Antioquia sino a Chocó: Curvaradó y Jiguamiandó.
Iba pues Argenito, el 13 de enero pasado —hace 10 días—, llegando a Pavarandó en un camioncito colectivo, de esos en que a los pasajeros se les balancea la cabeza amodorrados por el calor y al ritmo de los baches de la carretera. Es un entresueño delicioso que se suda y se transmite. A veces, el conductor cae seducido por la modorra y los carros se encunetan. Eso debió pensar Argenito cuando el vehículo fue detenido bruscamente por un grupo vestido de tigre —es decir, camuflado— y boina azul.
Quien parecía mandar la cuadrilla miró cara por cara, y con la punta de su fusil, un galil, señaló a Argenito y le dijo: “Bajate pues, que vamos a conversar”. Argenito sabía que de ese tuteo no salía vivo. Conocía desde tiempo atrás los modales de los asesinos. El resto de los pasajeros temblaban. Habían oído, desde hacía días, que por ahí andaban otra vez los Mochacabezas, o las Águilas Negras, o las Autodefensas Gaitanistas, o Los Rastrojos, Los Convivir, o simplemente Los Paisas. Oficialmente se llaman hoy día Bacrim, o sea Bandas Criminales, con lo que borran el prefijo “para”, que quiere decir ‘al lado de’. Algunos de los mandos eran conocidos porque habían sido hombres de El Alemán, Freddy Rendón, comandante del bloque Élmer Cárdenas de las Auc.
La resistencia de Caño Claro
En Chocó todo se sabe, desde Acandí hasta Murindó, y desde Paimadó hasta El Tigre. Pareciera que su gente fuera un solo organismo, y lo es, no obstante los litigios de tierra y de cultura que han ido aflorando entre resguardos indígenas, territorios colectivos negros y mejoras de cachilapos o mestizos.
Argenito había sido amenazado en agosto de 2008, así que ya sabía a qué se atenía cuando lo bajaron a fusilar. Los demás pasajeros no se mosquearon. Saben qué ley rige en esos casos. La misma que se aplica desde 1997, cuando se llevó a cabo la Operación Génesis. Las dos leyes son de silencio, pero mientras una impide la denuncia, la otra ahoga la protesta, que fue la que le invocaron los paramilitares por promover una Zona Humanitaria en Caño Claro; una comunidad que se ha declarado ajena a la guerra, donde las armas han sido anuladas, y que —por desgracia— ninguna de las fuerzas armadas que actúan en la región respeta.
Pero su falta había sido más grave. En enero del año pasado instauró una acción legal ante el Tribunal de Chocó, junto con otros miembros de la comunidad de Curvaradó y Jiguamiandó, en la que exigen la restitución de la propiedad colectiva y el cese de actividades a las empresas palmicultoras. El pecado mortal de Argenito fue haber notificado el fallo, a favor de la comunidad, a los administradores de las compañías de William López, Ramiro Quintero y la reconocida familia Zúñiga Caballero. Aquí es necesario un punto aparte.
Los terratenientes
Los Zúñiga Caballero aparecen vinculados con firmas investigadas por concierto para delinquir, usurpación de tierras y desplazamiento forzoso de las comunidades de Curvaradó y Jiguamiandó. Uno de los miembros de las empresas, María Fernanda Zúñiga Chaux, debió renunciar a la gerencia de Fiduagraria —una entidad de economía mixta— por manejos indelicados. María Fernanda es sobrina de Juan José Chaux Mosquera, conocido de autos por el escándalo de alias Job.
La Unidad Investigativa de El Tiempo informó que 25 de los empresarios asociados a esas empresas estaban enredados en la adquisición de 23.000 hectáreas y que, según testigos, lo fueron con apoyo paramilitar. Más aún, Katia Patricia Sánchez, representante legal de una de esas empresas, está casada con Hernán Gómez, íntimo amigo y consejero de Carlos Castaño.
Las tierras de Curvaradó y Jiguamiandó fueron declaradas territorios colectivos basados en la Ley 70 del 93. Pero luego resultaron invadidas a la sombra de la Operación Génesis dirigida por el general (r) Rito Alejo del Río, comandante de la Brigada XVII, hoy detenido.
Durante mucho tiempo se negó la participación de los paramilitares en la operación. Cinco días después del asesinato de Argenito, El Alemán declaró que, por orden de Castaño, varios de sus hombres participaron en heroicas operaciones conjuntas con los militares que bombardearon y ametrallaron las comunidades de Salaquí, Cacarica, Truandó y Perancho, donde andaba el frente 57 de las Farc.
Según El Alemán, no sólo las Accu aportaron unidades, sino que la Fuerza Pública cumplió el acuerdo de “no entorpecer el avance de las Accu en las zonas donde se estaba realizando la Operación Génesis”. Añadió el jefe paramilitar que Maderas del Darién, una filial de Pizano S.A., que durante muchos años se ha beneficiado de concesiones para la explotación de maderas y en particular del cativo —especie en extinción—, colaboraba con los paramilitares, inclusive con aportes en dinero. Las versiones de Macaco y H.H. son, asimismo, piezas sustanciales de un expediente de más de 9.500 folios sobre por lo menos 1.700 crímenes perpetrados en Jiguamiandó y Curvaradó, Vigía del Fuerte, Pavarandó, Cacarica, San José de Apartadó y Dabeiba, y que siguen hoy, 13 años después, en la total impunidad.
El neoparamilitarismo
De todos estos hechos no se puede hablar en pasado, sino en presente histórico. En el nivel nacional las investigaciones de la Corporación Nuevo Arco Iris demuestran que el neoparamilitarismo está en pleno crecimiento. Si en 2008 había 250 municipios con presencia de los nuevos grupos, en 2009 eran ya 300 y el número de integrantes se aproximaba a 11.000 efectivos. “Se diferencian de la anterior generación de paramilitares en que aún no tienen una estructura nacional que los cobije a todos”.
Según la revista Semana, desde 2008 las Autodefensas Gaitanistas “instalaron hombres vestidos de civil en los territorios de propiedad de afrocolombianos e indígenas para vigilar los movimientos de los líderes, básicamente, y evitar cualquier intento de organización de la gente”.
Las víctimas
A medida que la gente se organiza para defender sus derechos, las muertes ejemplarizantes han ido en aumento: Benjamín Gómez, muerto en Caño Manso; Chemita, asesinado en Cacarica; Walberto Hoyos, asesinado el 14 de octubre de 2008. Todas las víctimas han encabezado procesos jurídicos para recuperar tierras de las que habían sido desplazados en Curvaradó y Jiguamiandó. La Fiscalía está investigando 23 compañías palmicultoras por haber ocupado territorios colectivos ancestrales de manera arbitraria y violenta.
Al conflicto de tierras, que ha sido ampliamente conocido por la opinión pública, hay que sumar el proyecto de construcción del tramo de la carretera Panamericana, entre Lomas Aisladas y el Alto de Letras, que supone no sólo el atropello a zonas declaradas reservas de la biósfera y patrimonio de la humanidad —como el Parque Catíos—, sino el desplazamiento de comunidades indígenas.
Según Naciones Unidas, entre 1996 y 2002 han sido asesinados 997 indígenas de los pueblos Emberá Catío y Dobidá del municipio de Acandí, por donde atravesaría la vía; entre 2004 y 2007, los indígenas asesinados han sido 519, y los desplazados, 30.000. La valorización de las tierras de la región, gracias al anuncio del proyecto, ha tenido ese terrible efecto.
Hay que agregar que en el Urabá chocoano muy conocidos paramilitares como los Castaño y los Builes poseían haciendas, tierras que Estupefacientes e Incoder han prometido expropiar y distribuir entre las víctimas del conflicto sin que esa elemental medida se haya podido llevar a cabo. Por el contrario, dirigentes campesinas, como Yolanda Niño y Ana Isabel Gómez, que encabezaban las demandas fueron asesinadas.
Argenito fue enterrado con lágrimas secas. Llorar está prohibido, otra forma de la ley del silencio.
Los ‘paras’ y la mafia de la madera
A los litigios por tierras hay que sumar la explotación de la madera, negocio hoy controlado por el neoparamilitarismo. Sobra decir que Chocó es uno de los bosques húmedos más importantes del planeta y que su riqueza maderera proverbial ha sido explotada desde los años 50. Existen identificadas y clasificadas más de 8.000 especies vegetales, de las cuales la asociación cativo —cedro, caoba, roble, ceiba tolúa— es la más perseguida.
Hoy se sacan de la selva chocoana más de un millón y medio de metros cúbicos de todo tipo de maderas. El 75% de ese volumen corresponde a los cativales que, como se sabe, cumplen una función ambiental decisiva: mantienen el cauce de los ríos y regulan los nutrientes de la vida acuática. La madera ha sido explotada por grandes empresas como Pizano y Comercializadora de Maderas del Chocó, mediante concesiones hechas por diferentes gobiernos. Greenpeace tiene la sospecha de que muchos de los contratistas de esas empresas estuvieron asociados al paramilitarismo. Hoy no hay duda de que el neoparamilitarismo tiene en la explotación maderera una gran fuente de financiación y, en esta medida, controla el negocio. Y Codechocó continúa otorgando licencias y licencias.
